Changing Teaching Jobs in Taiwan: Work Permit & ARC Steps

Changing schools in Taiwan is possible, but a new employment contract does not automatically transfer a teacher’s right to work or reside in the country. The outgoing contract, old work permit, new employer’s work-permit application and Alien Resident Certificate (ARC) must be handled in the correct order.

The safest approach is to plan the change before the current contract ends and obtain written confirmation from both employers. Do not begin teaching at the new school merely because the new contract has been signed.

Start with the employment contract

Read the resignation and early-termination clauses in your current contract. Confirm the required notice period, final working date, unused leave, final salary, housing obligations and any lawful repayment terms.

Taiwan’s Labour Standards Act may apply to many teaching positions, but the exact employment relationship matters. Contract language cannot remove statutory rights. Teachers who are unsure about wage deductions, notice or termination can contact the Ministry of Labor’s 1955 hotline.

Ask the current school for written documents showing the final employment date. Keep copies of the contract, work permit, resignation notice, termination agreement, salary records and any certificate of employment.

The new employer needs its own work permit

A work permit belongs to the approved employer and position. A teacher should not assume an existing permit can simply be reused at another school.

The new school normally submits a fresh work-permit application to the competent authority. It may request:

• Passport and ARC copies
• Degree and qualification documents
• Current or previous work-permit information
• Signed employment contract
• Passport photographs
• Health examination documents when required
• Proof of teaching experience or professional credentials

The precise requirements depend on the school type and position. A cram school, public school and licensed private school may follow different qualification routes.

Do not work during an approval gap

The important legal question is not whether the school expects the permit to be approved. It is whether the new employment has actually been authorized.

Starting classes before approval can expose both the teacher and school to penalties. It can also complicate later residence applications. Ask the new employer to send a copy of the approved permit and verify the employer name, workplace and validity dates.

Update the ARC after changing employers

Taiwan’s National Immigration Agency states that foreign residents who change their place of employment must complete change registration within 30 days of the change.

Depending on the timing and immigration basis, the teacher may need to update the existing ARC, extend residence or apply to change the reason for residence. Typical documents include:

• Passport
• Current ARC
• New work permit
• New employment certificate or contract
• Recent identification photograph
• Application form
• Proof of address when requested

Do not wait until the ARC’s final week. If the old residence basis ends before the new work and residence documents are ready, contact the National Immigration Agency immediately. The foreigner information hotline is 1990 within Taiwan.

What happens if there is a gap between jobs?

A gap does not automatically give permission to remain indefinitely. The outcome depends on the teacher’s ARC validity, the cancellation date of the old work permit and whether a new residence application is pending.

Ask the current employer when it will report the end of employment. Ask the new employer when it will file the permit. Then confirm the plan directly with immigration rather than relying only on either school’s interpretation.

Questions to ask the new school

1. Which legal entity will sign the contract and sponsor the permit?
2. At which address and campuses will I be authorized to work?
3. When will the work-permit application be submitted?
4. Will I receive a complete copy of the approval?
5. Who assists with the ARC update?
6. What happens if approval is delayed?
7. Is the quoted salary paid during orientation or only after classes begin?

Protect the transition

Keep a timeline of every submission and approval. Do not surrender original documents without receiving a copy or receipt. Confirm final salary and tax documents with the outgoing school, and make sure National Health Insurance coverage continues or is restarted correctly.

A well-managed change can be straightforward. The risk comes from informal promises, unclear cancellation dates and beginning work before authorization.
